Documents for FSSAI Licence

The following documents are required to obtain FSSAI basic registration:
  • Photo Identity Proof: Photo identity proof of the food business operators.
  • Business Constitution Certificate: Partnership deed, certificate of incorporation, shop and establishment license, or other business registrations.
  • Proof of Possession of Business Premises: Rental agreement, NOC from the owner of the rented premises, utility bills, etc.
  • Food Safety Management System Plan: A plan detailing the food safety management system.
  • List of Food Products: List of food products manufactured or processed.
  • Bank Account Information: Relevant bank account details.
  • Supporting Documents: If required, such as NOC by Municipality or Panchayat, Health NOC, copy of the license from the manufacturer, etc.
In addition to the general documents, the following specific documents are required to obtain the FSSAI state license:
  • Form B: Duly completed and signed.
  • Processing Unit Plan: Plan of the processing unit showing the dimensions and operation-wise area allocation.
  • List of Directors/Partners/Proprietor: Address, contact details, and photo ID.
  • Equipment and Machinery List: Name and list of equipment and machinery used with the number and installed capacity.
  • Authority Letter: From the manufacturer nominating a responsible person, including their name and address.
  • Water Analysis Report: Analysis report of water to be used in the process to confirm potability.
  • Cooperative Act Certificate: Copy of the certificate obtained under the Coop Act 1861/Multi-State Coop Act 2002.
In addition to the general documents listed above, the following specific documents are required to obtain an FSSAI central license:
  • Form B: Duly completed and signed.
  • Processing Unit Plan: Plan of the processing unit showing the dimensions and operation-wise area allocation.
  • List of Directors/Partners/Proprietor: Address, contact details, and photo ID.
  • Equipment and Machinery List: Name and list of equipment and machinery used with the number and installed capacity.
  • Authority Letter: From the manufacturer nominating a responsible person, including their name and address.
  • Water Analysis Report: Analysis report of water to be used in the process to confirm potability.
  • Source of Raw Materials: Information on the source of raw material for milk, meat, etc.
  • Recall Plan: Wherever applicable.
  • Ministry of Commerce Certificate: For 100% Export Oriented Units (EOU).
  • NOC/PA Document: Issued by FSSAI.
  • IE Code Document: Issued by DGFT.
  • Form IX: As required.
  • Ministry of Tourism Certificate: If applicable.
  • Proof of Turnover and Transportation: Supporting documents.
  • Declaration Form: Required for operational transparency.

Procedure for FSSAI Registration

Set the foundation for your food business’s success

Identify whether you need a basic registration for small businesses, a state license for medium-sized enterprises, or a central license for large operations or those involved in import/export.

Complete Form A for basic registration or Form B for state/central licenses. This can be done online via the FoSCoS portal where you can upload all required documents, or offline by submitting the forms and documents physically to the Food and Safety Department.

The Food Safety Department reviews the application within 7 days of submission and conducts an inspection of the premises if necessary to ensure compliance with food safety standards.

If the application meets all criteria, an FSSAI registration certificate will be issued. This certificate will include the registration number and the applicant’s photo and can be downloaded from the FoSCoS portal.

Display the FSSAI registration certificate prominently at your place of business. Ensure ongoing compliance with FSSAI regulations to maintain the certificate validity, which may range from 1 to 5 years depending on your application.

Note: Obtaining an FSSAI license usually takes about two months, while product approval for market launch can take approximately six months.

License Validity Period

An FSSAI license is valid for a term ranging from 1 to 5 years, depending on the type of license applied for.

Renewal Process and Penalties

Renewal of the food license should be initiated using either Form A or Form B, submitted at least 30 days prior to the expiration of the current license.

Note: If a renewal application is submitted after the license has expired, a late fee of INR 100 per day is imposed. Furthermore, if the license expires and is not renewed, food business operations must immediately cease all activities at the premises.

FSSAI license is based on the premise. All food business activities conducted at the same premise can be applied for in a single FSSAI license

How to convert manually issued licenses/ registration to online during the renewal of a license?

⦁ FBO can approach the Designated Officer [Licensing Authority] or Registering Authority of that area.

⦁ Designated Officer/ Registering Authority will enter the details of the offline issued license/registration in the FoSCoS portal. After that, the license/registration can be renewed online whenever required.

Who are petty food business operators? What is the eligibility for the FSSAI registration certificate?

Petty Food Business Operators (FBO) manufacture or sell any article of Food or a petty retailer, hawker, itinerant vendor or a temporary stall holder or small scale or cottage or such other industries relating to food business or tiny food business operator having annual turnover up to Rs. 12 Lacs and/or whose

    ⦁ production capacity of food products does not exceed 100 kg or liters per day, or
    ⦁ procurement or handling and collection of milk is up to 500 liters of milk per day, or
    ⦁ slaughtering capacity is 2 large animals or 10 small animals, or 50 poultry birds per day or less

These FBOs are required to obtain FSSAI Registration Certificate by applying on Food Safety Compliance System or Food Safety Connect app. This Registration Certificate is embedded with a QR code. It has the image of FBO with a 14-digit Registration number starting with 2.

My License/Registration is suspended or canceled. Do I need to stop food business activities?

⦁ On suspending or canceling their License or Registration, a food business operator needs to stop food business activities immediately.

⦁ Carrying out any food business activity on suspended or canceled License/Registration is unlawful. It shall attract penal actions under FSS Act, 2006.

My License was canceled. Can I apply for a new License?

After 3 months from the date of cancellation, the Food Business Operator may make a new application for Registration or License to the concerned Authority if all observations made in the improvement notice have been complied with.

What are the different categories of licenses?

As per ‘FSS (Licensing & Registration) Regulations, 2011, Licenses and Registrations are granted to FBOs in a 3-tier system i.e.

    ⦁ Registration,
    ⦁ State license, and
    ⦁ Central License.

What is the fee for modification of the License?

⦁ Suppose any change alters the information contained in the license certificate (Form C). In that case, Food Business Operator shall apply for modification of the License with a fee of Rs.1000 plus a differential fee equal to the difference in the annual license fee in case of up-gradation.

⦁ No fee is required for modification of non-form C details such as Change in Form IX Nominee (person responsible for complying conditions of License) or any supporting documents.
